Minors under 18 applying before parents- any risks?

Good Day, Asking for friends: Family has met the physical presence requirement, but parents will not meet the language proficiency requirements for some years. She may never, due to health reasons. Is it beneficial for the children to proceed with citizenship applications nonetheless? Is there any disadvantage to doing so? All family is present in Canada, with PRs.

Children should apply even if parents have to wait until they get older to qualify. Assume they may be refugees. They should of course keep trying to improve their language scores for their own wellbeing and hopefully the ability to get employed. Just doing normal tasks are difficult without some language as as their children grow up they may not be able to accompany them to every errand or appointment. As their children grow up their income will decrease dramatically due to the loss of CCB. Many of the large refugee families were lucky that CCB started st around the same time they arrived. They would have struggled significantly without it. As their children age their budget will go down and even though their children 18+ will likely still live with them their family income will decrease. Assume their children will contribute to the family income but I can inagine it will be difficult when the family budget decreases while expenses remain the same or increases.

Minors cannot become citizens if parents are PR and both not becoming citizens at the same time. (if only one parent is becoming citizen then they can apply)

Minor children must:


  • be under 18 years of age at the time of the application;
  • be a permanent resident of Canada;
  • have at least one parent (includes legally adoptive parent) who is a Canadian citizen or who will become a citizen at the same time as the child (applying together as a family)
