Probability of reopening a case if we apply for reconsideration

Hi, I would like to know what are the chances that a visa officer would reopen a case if we apply for reconsideration of student visa.

I applied for the third time and
i got visa rejection just after 2 business days and i think they have not looked into the additional documents that i have kept. I was rejected on the grounds of 216(1) of IRPR , ie they are not satisfied that i would leave canada after my studies.

I can't tell you without knowing all of your information. But altogether the VO thinks that you are studying to settle or work.
Completed Btech in mechanical engineering in 2018 and did a course on quality control and non destructive testing. Currently working as trainee in apollo tyres.
I had 66% in btech, 7.5 in Ielts
17 backlogs which were cleared before graduation itself.
I am applying for manufacturing management-design Integration in Conestoga college
I have also kept loan sanction letter from bank.
While previously for the first two times, i did not keep networth certificate, affidavits, income tax files and documents from chartered accountant and an entirely new statement of purpose.This time i had kept all these documents , applied for GCMS notes and changed my agency to another who helped me to know that all these documents must be kept.

I applied on February 7th which was Friday and got the result on February 10th. It just took two business days and their all offices are not working Saturday and Sundays.

Yes. The first GCMS showed
Review of all information including clients previous employment and educational history. I am not satisfied that the course of study is reasonable givenn the high cost of International study in Canada when weighed against the potential career benefits. I am unable to assess a clear career path for the applicant which such an educational program and how it would be of benefit to the applicant given that he has achieved a bachelor of technology major in mechanical engineering. As sucj, the applicants motivation nto pursue training on the elements of applied manufacturing management in Canada at this point doesn't seem reasonable. Based on the above balance, I am not satisfied that this applicant is a bona fide student. weighing the information on hand in this specific case, the applicant has failed to establish that they are a bona dide temporary resident who will leav Canada following the completion of their studies pursuant to section R216 (1)(b) of IRPA. REFUSED.

Second one was
Application reviewed. Education background noted as well as language results. Education shows weak results making applicant an unlikely candidate for foreign studies. Overall, Iam not satisfied on Balance that the applicant is a bona fide intending student

I had also done a 6 months diploma in my home country after completing graduation in which I had scored 80% marks and also during the last two years in engineering I had no backlogs.

Man, changing agents isn't going to conjure magic. What they are saying is that they don't see why you are doing this program given your background. You need to take control of your application and create a solid and succinct plan as to how this program is going to help you in your future goals. Right now, what is being deducted is that you are looking to immigrate to Canada.

These GCMS notes were the ones when I applied for the first two times. Now, I have kept documents that supports me coming back to my home country like net worth certificate, my fathers salary slips, income tax files , loan sanction letters.

I applied on Friday and got the result on Monday itself. Do you think the VO was prejudice that I already got two rejections and didn't look into these new documents
