dual citizenship, does IRCC retain the home country passport and return it to the home country or is it left to the applicant to advise their home country embassy/consulate? Is there any Government of Canada notification that goes to the home country of Canadian citizenship?

Canada/IRCC plays no part in this. If the applicant's original country does not allow dual czship, then its the applicants responsibility to proceed with that paperwork/process
If the original country allows such provisions, then you carry two passports. Use respective country's passport while landing in respective country
