Do we need to file taxes for parents who landed on PGP program. They have no income in Canada
I believe tax return may be required for citizenship/PR renewal

I'll recommend to file, as your parents will get GST/HST credits based on tax return.

Whether they have to file taxes doesn't just depend on having Canadian income. There are many other situations that require people to file, including having foreign income. https://www.canada.ca/en/revenue-ag...t-your-tax-return/you-have-file-a-return.html

Even if they aren't required, they should file taxes anyways.

If they are tax residents they must declare their international income and will be taxEd on their international income. There may be a tax treaty with the other country.
