Which one should I choose, a university or college in Canada for Masters in Computer Science as well for Canada PR process? Please share your opinions and suggestions.

Masters can only be done from a university! Diploma degree is obtained from a college. Masters will help you get more points in PR application. Go with masters.
If is express entry you are interested in why dont you use the tool to see a prediction of what score you might get. You need in the area of 470 at the moment

I wouldn't say so, places like Windsor are pretty much giving out acceptances to anyone over 70% in their undergrad
