Me and my wife are both PRs since April 2019. We live in Germany for now with Residency Permit but are planning to relocate and settle to Canada by end of 2020.

We will have our first baby in a few months in Germany. I have already read the threads about TRV and TRP and the chances of rejection. However, it is very difficult for us to move now as I have commitments at work.

What would be the best course of action to do given these constraints?

Does your baby have German citizenship?

You won't be able to sponsor your baby for PR until at least one of you has physically moved back to Canada.

No, the baby will not have German citizenship. What other alternatives are there? What are the actual risks with TRV and TRP rejection?

TRV/TRP rejection risk is around 50%. There are no alternatives to the paths already discussed.

Either you get a TRV/TRP for a child and all travel together to Canada for the sponsorship process. Or one of the parents must move to Canada ahead of the rest of the family to fiel the PR application.

On the other hand, if we travel right now to Toronto, we don't have OHIP. There is a 3 months waiting time as far as I understand. Not only that, but because my wife is already pregnant, we cannot get private health insurance for the period, so everything should be paid out of pocket. Is this all correct?

TRV is for a temporary visit. The child wants to remain in Canada so not a temporary visitor. It seems to be hit or miss although if one parent is already in Canada and sponsorship has been initiated it seems to raise the chances slightly. This is only based on observation I don’t have exact statistics. No you will not qualify for insurance to cover the delivery. For your child to have coverage they must remain in Canada for over 6 months that year and stay 5 out of the first 6 months in Ontario.
