Hello ev1,

I am from India and. I got accepted by Montreal college of Information Technology for Web Development and Digital marketing
) – (LEA.CW Attestations études collégiales ) program
. The duration of the course is 2 year (including project/internship). I re-applied for study permit online on 13th September, and my visa got refused on 28th September(I don't remember the exact date) on the following grounds:

1. I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.

2. Your proposed studies are not reasonable in the light of: your level of establishment, language abilities, financial ability and I am not satisfied that you are a genuine student and that you will depart Canada at the end of your authorized stay.


CAIPS Summary: I have reviewed all the documentation provided for this application. Summary of key findings below:- Integrated Search record noted; See GCMS history.- No previous study transcripts or mark sheets provided; See file. PA declares on IMM1294 of having completed Master of Commerce in 2013.- No proof of recent employment. PA declares of being self employed since Aug 2016- Given the applicant's lack of proof of previous education and employment history, I am not satisfied the motivation to pursue this particular program, at this point in time in Canada, is reasonable. See LOA. On balance,the PA has failed to satisfy me that the course of study is reasonable given the high cost of international study in Canada when weighed against the potential career/ employment benefits, the local options available for similar studies, the PA's academic/work history and personal circumstances. I am not satisfied that the PA would be a bonafide student in Canada and would depart Canada at the en of the period authorized for stay. Refused


(1) In the first application I didn't attach my marksheets or work proof as I applied it on my own, but in the second application when I applied with the help of a counselor I provided all the marksheets and work related proof. All my mark sheets and certificates that I submitted were notarized.

(2) I tried to describe my purpose of visit and why would I leave Canada at the end of my stay to the best of my ability.


(3)-For level of establishment: I attached the college tuition fee receipt as well as the Guaranteed Investment certificate. (I also provided details of parental property in my letter of explanation)

-Language abilities: I scored an overall band of 8.0 in IELTS (Listening-8.5, Speaking:8.0, Reading:7.5, Writing: 7.0). My course's requirement is 6.0



Note: I finished my Masters in commerce in the year 2013 from a recognized university. In the same year I changed my stream to become a certified web developer. I worked as a trainee in a web development company for about 1.5 years. Afterwards, I worked from home because of some personal reasons up until I decided to apply for higher education in Canada.

Based on this do I still have a chance if I reapply the third time? What are the necessary changes that I need to make in my application to improve my chances and what are the odds of student permit getting approved after being rejected twice? Please do share

The GCMS (CAIPS) notes are from the first application? What did you write in your statement of purpose? And what documents did you provide to prove your work experience?

Finally, are you a bonafide student or are you trying to use this as a way to immigrate to Canada (and you're really not that interested in studying here)?

Adding it all together (lack of previous experience in the field, lack of work experience, slightly dodgy college) makes it look like you're not really coming to study, but to migrate. And that's why you're getting refused.

You have a Master's and you are applying for a Diploma program which logically does not make sense. The highest rates of rejections I have noticed is people with Bachelor's applying for 2 yr diplomas. I have yet to encounter someone with a Master's to do so as well but the likelihood of rejection is probably even greater.

Now you have 2 options:
Reapply with a strong SOP and you need it to be rock solid.
or apply to a different program e.g. Master's, MBA, phD or Post Master's (or Post Graduates not sure what theyre called.

I applied for GCMS notes after the second rejection. The whole file contains details relating to both my applications, so I'm not entirely sure if the summary details only about the second rejection or if the they compounded details of both the rejection.

What did you write in your statement of purpose?And what documents did you provide to prove your work experience?

I mentioned about my career switch from commerce to Web development where I worked as a trainee for 1.5 years( I provided the experience letter for this period) after completion of my web development certification and tried to explain it through whatever projects I did. I also mentioned about working as an independent contractor. But as an independent contractor, I didn't have much experience in web development. I did all sorts of gigs to keep the income stream stable. As an independent contractor I only have history of my Paypal receipts which I provided. In addition I added a notarized affidavit of the time period I worked as an independent contractor.

Finally, are you a bonafide student or are you trying to use this as a way to immigrate to Canada (and you're really not that interested in studying here)?
I do want to study and want to reintegrated in the job market. Although because of the career switch experiment my whole trajectory sort of went off track and at the time of applying,( from whatever little experience I gained while working) it seemed like a right move to go for this course as I have non- I T background except for the certification which I did which was of 3 months plus 1.5 years of trainee period. So I thought it would be good idea to venture into this space. Initially I wanted to build off the commerce but I didn't have any work related history in the field of commerce, so I based my decision on my most recent employment history, which clearly backfired.

Would you suggest I go for something commerce related ( equivalent or higher?) even if I don't have any work experience, because I have Master's in it?

so logically you could apply for a Web Development Masters or PG program but you have to construct a great story of how you got there. Master's is better.

Good luck, I have a similar background so I can empathize with you. You can so say in your application that your ultimate goal is to do a Master's in Computing to become skilled in your new professional but require a PG program to meet requirements - see, a good reason to justify doing the program.

However, I am applying for a Supply Chain program which is not exactly IT related to someone who does not know much about the field. The good thing is there are plenty of transferable skills and shared functions and tools that I can talk about in explaining my decision.

Question is, why are you coming to study in Canada? There's nothing wrong with changing career streams, or doing different jobs or whatever, but when you're trying to get a study permit for Canada, your application needs to make sense in this context. Why can't you just study some more in your home country, for example?

This is exacerbated by the fact that you're applying to lower-end pay colleges

And when you talk about switching to commerce or something else entirely.. well, you really don't sound like a student then. You sound like someone who wants to immigrate to Canada and is willing to study anything to get a visa.

Don't get me wrong - I don't think there's anything wrong in wanting to immigrate to Canada (I'm an immigrant as well). However, IRCC doesn't want to give a study permit to someone who clearly isn't really coming here to study. That's what the officer said - s/he doesn't think you're a real student, and therefore you don't qualify for a study permit.

With two rejections, you need to rethink your approach. You're really not likely to get approved unless you can make a very strong case for being a real student.

For example - you apply to and get accepted into a good University in Canada (UToronto, Waterloo, McGill, etc) in a competitive program. The simple fact that you were accepted into this program will go a long way to proving that you're really coming to study. Unlike McIT, these universities will not just take anyone who's willing to pay.

So take a step back and think about how your profile looks to IRCC. Two rejections aren't a good sign - and completely changing your field of study really isn't going to help.

I would advise you to defer your plans for a year or so. Study/work in your home country, and then apply again after a year for a course that makes more sense vis-a-vis your profile.
