In the replay latter I explained why I can’t live in Ukraine as Arabic man I used to live there 5 years as a student but I was suffering from Racism and racial discrimination , even to get there I need to return to my country of origin Iraq to do a visa Application there as I can face a danger there I can’t go back there so I explained Everything even how to get a resident permit in Ukraine not easy as they thought also I got a refusal latter from the Ukrainian Embassy in Turkey “they said that no refugees are allow to get a visa to Ukraine you need to have a resident permit in Turkey “
My question is what did they mean of background check?

The issues is that isn't not enough to say that it's not easy to get a resident permit in Ukraine or that there may be some discrimination there. You would need to prove that you cannot live in Ukraine as your life would be in danger (like in Iraq). I think this would be difficult to prove.

At this point there's really nothing you can do but wait and hope for the best. I would make sure you have a "plan B" in case your application is refused and Canada is not a possibility.

Most likely, they cannot return home or are afraid to do so. War and ethnic, tribal and religious violence are leading causes of refugees fleeing their countries.

You right what you are saying ,
but my wife and I were in Iraq we lived there and then because we had a threat from Islamic militia so we fled to Turkey also I were Muslim and I convert to Christianity in Iraq .
Canada were agreed it’s dangerous for me to return to Iraq in the PFL
to get a resident permit i need to have a visa first my wife cannot sponsoring me.
To get visa in Turkey I need to have a long resident permit in Turkey also to give up my UNCHR protection that’s Impossible
Or to go back to Iraq to the Embassy of Ukraine to have one !
It’s easy to say and it’s true but even to do this it will cost my life and life of my family..

I’m still lost if our case it’s clear they make a decision about it is refused, why they would send my application to the background check?
Could any one had a background check before even the officer had made a decision after the interview?

Yes background check is normal procedure.

there must have been something in the refusal letter stating why they are giving 5 years. Maybe something was filled out that was untruthful?

They would have received the letter - not you.

Hi, my partner applied for a spousal work visa from overseas. We received a PFL. Somehow due to some clerical error our visa agent missed my partner's visa refusals. However, we had proof of my conversation that we disclose it but they didn't fill in the form. We have applied with our response before the deadline. It's more than 2 weeks but we haven't hear back feom canada immigration. Can you please tell me how long does it take?
