If you lived there for more than 6 months after you became 18, then yes, you will be asked.
I do not know if there is an option to submit your documents via mail. Anyway, I would suggest to submit it via online.

Feeling hopeless at 459. Any suggestion other than IELTS for me? I got my wES report on October 15th, was 464 waiting for ITA on October 16, but they skipped the draw resulting in higher points in later Draw and I lost 5 points due to my age.

Any idea what to do?
