Just have some doubt regarding proof of funds. I submitted my application in december passed the medical in january. Now that the funds requirements has increased, do i i need to increase the funds in my account as per new requirements and submit the proof again in my ircc account?

No, since your application was field before the PoF was revised, your application will be subject to the old PoF requirement. However, since you also have to show the PoF when you land in Canada, at that time you will have to meet the PoF prevalent at that time.

My sister is living with the husband in Canada, all the utility bills and mortgage documents are in her husband's name. She does have phone bill and credit card statement in her name, will these documents be considered or is utility bill the only valid document ?

I have received an ITA today and filling it up.

I entered Canada on Jan 2013. In my EE application I wrote that my University program was from Sept 2013 - April 2017.
I noticed that I did not mention the time between Jan 2013 and Sept 2013. I was at the same University, doing ESL program.
Am I going to be asked about this time or should I just add to my PR application this information?

Yes, this will work. Also, driver's license, bank account statement, anything that has an address can be used.
