23-months PGWP or Three-years PGWP

Hey guys, i have a question that really bothers me. Here is some of my information below
1) I transfered half of the credits (60 out of 120) from a university in U.S. to the university i was attending in Canada
2) My program was a four-year undergraduate degree program , but since i got half of the credits transfered i graduated early.
3) My program started on january 8th 2018 and i got my graduate certificate on December 13th 2019, which means my total study time in canada was a little more than 23 months but less than 2 years.

can you guys tell me if i'll get a 23-months PGWP or a Three-years one ?

It goes by academic years not time. So if you were studying full time continuously:
That means 2 academic years / 4 non summer semesters
So Spring 18
Fall 18
Spring 19
And fall 19

Thank you so much for the reply ! That's what i thought ! However a friend of mine got a 23-months PGWP instead of a three-years one at the border last summer (around June). Me and him got the same background,we both transferred half of the credits, studying full time continuously for 2 academic years. He tried to argue with them but the officer at the border said that the decision was final. I just heard this story today, That shouldn't be right, right? Is there any way that he can fix that? is it too late? thank you!

So your friend flagpoled at the border through CBSA who are not necessarily the immigration program experts versus IRCC when comes to any new application that could have anything not straight forward.

Given once an application is in to IRCC implied status applies then taking the flagpole route for something like a PGWP does not seem to make a lot of sense to me at least unless someone has a difficult employer who wants to see something real versus implied.

Seems if this was an issue from last June should maybe have appealed to IRCC at the time , not CBSA, but thats just my view so maybe worth a shot to raise directly with IRCC.
