Options; please help

I'm posting this question on behalf of my cousin:

"My uncle got his Canadian citizenship back in 1993, his oldest kid was 11 at the time, the kids lived in Lebanon back then. At the time my uncle applied for his kids to have them join him; application was approved, but they never traveled to Canada"

My cousin wants to come to Canada now and he's 34, will the fact that his father have the Canadian citizen add to his points? will his father who doesn't live in Canada be able to sponsor him?

Please could you tell me what option he has?

No - having a father in Canada won't add points. No - his father cannot sponsor him.

The cousin will have to qualify for PR on his own through an economic immigration stream like Express Entry.

The reason I asked here because an immigration lawyer told him that yes he can work on that and get him the citizenship since he was under age but ti would take time, or since he has an American visa to cross the border and then he would renew the sponsorship! it's so sketchy and not right

That's not how citizenship laws work. And you can't "renew sponsorship". If the kids never landed in Canada and never became PRs, it's far far far too late to benefit from their father's application now.

I would find a new lawyer.

The lawyer is taking him for a ride. He can't get citizenship through his father or "renew the sponsorship".
