Adding spouse to existing PNP PR Application

I have just received a response from Etobicoke office and they mentioned my file haven't been reviewing yet and it is in queue. It will take 2 to 4 months to start reviewing.

Send us your timeline and the reason that file been transferred? Are you in Ontario?

My wife have visa refusal before, not oder gcms , after receiving pre arrival call , cic they say security not started yet, after few weeks file transfer to eitobicko, till now file in received not in processYou were almost done.
