Does siblings, mother can be a part of my immigration application if they are depending on me.

Is the definition of family/dependent is same across all States/territories?

And the definition for immigration purposes is dictated by the Federal Government, and it's provinces, not states
Siblings would have to immigrate on their own

for mother definetly no. For sibling only if it would be minor and adopted by you (you being his / her sole guardian).

Would mention for siblings to be dependents they also need to be orphaned. Dependents are spouse and children.

Would anticipate it will likely be over a year before your mother would qualify for a supervisa and that is still a visitor permit. She will have to return home. Sponsorship of parents is not guaranteed and who knows what the program will look like 5 years from now.
