Application returned, what can I do?

Hi everyone! Here is a quick timeline:

Application received: Oct 9
Returned: 24 Dec (picked up just now)
Reason: "some or all the time reported on the calculator (prior to the PR date) could not be confirmed on our records".

After my Work Permit expired in 2015, I applied for an extension and was declined. Then appealed and declined again. Then applied for Visitor - got it, then its extension, etc, etc. until I got a PR. I have all my permits and CIC letters for proofs and I never left the country at that time.

However, on my citizenship application, I generalized my statuses as just:
- Worker (2013-2015)
- Visitor (2015-2017)

Can this be a reason they returned it? What records are they missing? Can I resend my application including permits as proof? Any other suggestions?

If you included any time in the Presence Calculation between the date the worker permit expired and the date you were formally, officially issued Visitor status, obviously that period of time does not count. Valid temporary resident status, and proof of that, is necessary to count days in Canada prior to becoming a PR.

Other than that, if that is not the problem, it is likely this is about what is documented or not documented in your GCMS records regarding your status in Canada prior to your landing and becoming a PR. For example, for time in Canada as a visitor to be given credit, it appears IRCC may require that to be formally documented in the client's GCMS records. Technically, as long as the individual had valid status THEORETICALLY it should count. But unless there is a GCMS record verifying status, it appears IRCC concludes there is insufficient proof of status for it to be In-Fact counted. How this affects your particular situation depends on your details (formalities and respective dates for grant(s) of visitor status).

Yeah I did included time in between permits and extensions as I was told back then that once you apply for an extension, the previous status automatically extends until the new decision is made. I guess I have to wait 3 more months then…

Anyway, what are my options now? Just wait and reapply in April? Can I use the same receipt or do I have to pay the fee again? They also said I can request a refund, but would I be able to apply again after that?

This is only true if you hold valid status at the time of application. Once your first work permit extension was declined then you were out of status until the visitor permit was issued.

Anyway, what are my options now? Just wait and reapply in April? Can I use the same receipt or do I have to pay the fee again? They also said I can request a refund, but would I be able to apply again after that?
You can ask for a refund and pay the fee again when you are applying again. This shouldn't have any impact on any future applications.

My application was returned based on including the two years visitor’s status counted as .5... your original visitor’s status would be your 6months stamp from port of entry as a visitor which is .5 ( three months) and plus include the copy of your visitors stamp from port of entry to your application and a note explaining your calculations.

Also if you don’t have a stamp then include a copy of your visitor’s visa to your application and a note..i was in the same situation like you when my application was returned. Good luck
