Is there any chance to get my PR based on my score?

Dear All,
I have a score of 69 point for express entry and my other point is 411 as a single person. My question is do i have a chance to get my PR? In which state do i need to apply for?
1. I have a phd.
2. Job offer at UNB university, New Brunswick, only worked 5 months.
3. Clb 7.... S:7.5,L:7,W:6.5,R:6

DO you think i need to apply for NB?
I would appreciate if you can provide me some advice.

You'll get max for education, but you need to improve your IELTS score.

You should try to get at least 8 in listening and 7 in the other skills to get CLB 9, that will boost your score significantly.

You fall well short of the points required to apply for Express Entry directly - so applying through the NB PNP program is the right place to focus.

Thank you for your reply. Currently, i am on leave, outside of Canada, and my contract will end in March. Given this information, do you think is wise to choose NB or perhaps any other state such as manitoba to increase my chance to obtain PR? I hv work permit till end of this year.
