I am sitting in a case where my home country may or may not give me a new passport extension depending on my
objectives(private).

When you become a PR, you don't need to renew your PR card every five years. But, you have residency obligation to fulfil. Most PR cards are valid for five years, but some are only valid for one year. The PR card is mostly useful when you plan to travel outside Canada. It'll enable you to return to Canada(proof your status in Canada). Yes, you can live and work in Canada without your home country valid passport, except when you intend to travel international.
