Deffer intake

Hi everyone i've got my refusal letter for study visa on 17 dec. My intake starting date is 6th jan. My consultant emailed them 23 jan and they did not get any reply yet.
Consultant advising me to apply for refund.
Has anybody gone through this similar thing.

I am gona apply again in the end of jan(once i got my caips notes) with the same college n same course.
So how come there are less chances to get deffer for next intake

I was just scared by the consultant words that deffer chances are less. I also emailed them through my personal email and i got automatic genrated email that we are close from 20 dec to 2 jan
