Quebec has reached max quota for immigration?

Is it true that in June 2019, quebec has reached their quotas for immigrants, therefore regardless of the date the apps were submitted, none will be reviewed until new year!?

Anyone else received this by email from Mexico? (**Note thats not for me, im not in QC and my husband has his PR now)

Just looking for info for others, the issue is provincial and not federal, so only impacting QC from what i see.

The quota is over with the new year, they are approving many people now i have seen on other groups online
