Is PRTD (PR Travel document) is considered as a travel document?
No. A travel document is a passport or a document issued in place of a passport i.e. a refugee travel document. A PRTD is neither of those.

Yet it is a document that can be used to enter Canada in lieu of a PR card. Maybe they could’ve named it something sans the words ‘travel document’.
As long as the person applies for a PR card on their return. Can’t be used continuously with a passport or in place of one.

No, it is not a document used to enter Canada. It is a document used to board a plane to travel to Canada. It cannot be used in place of a passport to travel.

1. You should note that they will issue multiple entry PRTD's to PRs who reside permanently overseas with Canadian spouses, and who wish to travel to Canada frequently.
Interesting. Is there any reason why PRs who reside with their spouses abroad won’t use their own PR cards? Seems a bit futile to pay $50 for PRTDs when you can just use your PR card.

Because they may well have expired PR cards but meet the Residency Obligation requirements. You can't apply to renew your PR card from outside Canada.
