Can a certificate of one-year work experience issued by a shop owner be sufficient proof of job for applying for express entry and PNP or do we require salary slips too.

You need something that shows you were paid. If you don't have salary slips, then you would have T4s or something similar.

If you didn’t receive a T4, then check to see if your employer issued a T4A. They are issued , though not mandatory, if the income received was OVER $500 OR, tax was deducted
They are issued typically to ensure money paid to individuals is reported on income ax returns
