Paying for trv reapplication

My sister got refusal on her trv on the 20th December but the agent is asking her to pay for another visa fee to reapply..I thought she only needs to raise a web form for reconsideration...

It was a family package for herself n 5 kids....is visa fee paid individually for every child n mother or it is suppose to be a family package visa fee

No such thing as reconsideration or appeal. If an application was rejected, you need to submit a new application. A letter stating the reasons why your application was rejected will be sent to you. Do ask your agent about it. I suggest, you better address first the reasons why you were rejected.
If you submit the same forms and nothing changed then expect another refusal.

You need to share what reasons were given for refusal for anyone to give any advice given just sending again unless the refusal reasons are resolved will just be refused again. Getting approval for a mother and 5 kids to visit would think is going to be a challenge anyway

Reconsideration is only done where warranted, in exceptional cases. Reconsideration is most common to family class application. There is no guarantee or processing period for reconsideration.

Applicants or their representatives often submit information after a refusal and request that an officer reconsider the decision. If an office receives a request to reconsider a decision, an officer must consider the request and decide whether or not to exercise their discretion to reconsider the previous decision. The decision-maker may exercise discretion to reconsider, or refuse to reconsider the applicant’s request for reopening a previous decision. However, reconsideration should only be done where warranted, in exceptional cases.
