SINP - points for age

hi, I have a question regarding age for applicants. So, If an applicant is older than 60 and under 70, can he or she apply for the current SINP system? also, that person gets points for the rest of the criteria and the total points actually add up to more than 60 out of 100, even if the points for age is zero.

He can apply if he can show pass the eligible minimum 60 points and has the work experience as per NOC selected and the current selection is 69 points or more

It's mentioned in SINP that 46-50 years 8 points for age. Is it 50 years inclusive that is before turning before 51st birthday. And more than 50 years 0 point, does it mean 51 years and onwards is 0 point? Advance thanks for reply.
