I am applying for SNIP but my former employer doesn't include job duties in experience letter , i requested them for two times but they denied and told me that their company policy is different. What should i do? Are job duties are necessary to include in experience letter ?

Thanx for the interest, but my former employer denied to add job duties in my experience letter.
There're no other alternatives here but to apply with whichever evidences of JD you can provide.
Perhaps it's possible to enclose any proofs thank your employer refused to give a letter on your JD. Something like an e-mail which you can enclose to your cover letter. And, of course, you should write a really smart cover letter to make your explanation look reasonable.
PS: Hopefully it's not the primary NOC experience we're discussing.
A covering letter not from your employer but a supervisor would perhaps add weight to your reference?
