PPR for dependent only

Hi,

I am a CEC-Inland applicant and my spouse, who is a dependent, has always been outside of Canada. I got the below email which I understand is PPR. Can someone tell me, if I as the primary applicant also have to submit my passport? Or is it just my spouse?

The processing of your application for permanent residence in Canada is almost complete. You must complete the following steps within 30 days of your, the primary applicant’s Confirmation of Permanent Residence. Please note that this letter pertains to your overseas dependent(s). Passports for overseas dependent(s) should only be submitted once the primary applicant has received the Confirmation of Permanent Residence status. As the primary applicant, you will be contacted separately by your local IRCC office in regard to your landing appointment. If for any reason you are not able to meet this deadline, please inform us immediately by email to: with details concerning your situation.

I received the letter on Nov 25th. I am waiting for the appointment since.

My friend received exactly same letter today from Australian IRCC office. Exactly same case of CEC where PA is in Canada and spouse is overseas.
Can you tell me if that means the PA is supposed to simply wait for a landing appointment email from local IRCC and then the overseas spouse has 30 days to submit the passport once the PA received COPR? Very confused with the language of the letter.
Also , the letter is addressed to the PA's name and UCI number so it was even more confusing.

Any guidance would be highly appreciated.

The PA got a landing interview appointment. So it is clear that the next step is for the overseas spouse to submit her passport. But here is what the letter says -

STEP 4: SUBMIT YOUR DOCUMENTS
All required documents must be submitted in one single package.
A) To submit your package outside of Canada:
Applicants who reside outside Canada will submit their documents to a Visa Application Centre (VAC) in Australia, New Zealand or Fiji.
This service includes two-way secure shipping and tracking. A passport transmission Service Charge must be paid for each applicant to cover handling and courier costs. Once processing has been completed, visa documents will be returned to the VAC for collection by applicants.
For address, service hours, and instructions for how to submit passports through the VAC, visit their website at: http://www.vfsglobal.ca/Canada/
B) To submit your package in Canada:

My question is -
Once the overseas spouse submits her application in her home country, the passport will go to Australia, New Zealand or Fiji through VFS of her home country for PR visa stamping? (FYI spouse is not from any of these countries mentioned above but the letter came from Migration Australia section)

Yes, the oversea dependent must submit their passport to the visa office indicated in the letter.
My dependent's passport will also have to be mailed to a different country for visa stamping (my dependent has the option of submitting their passport at the local VFS who will transfer it for us in the country specified in the letter) but we will do it ourselves through DHL because it is faster.

But it doesn't say specifically which country or visa. It mentions 3 countries here.
So without knowing that, the person can only submit the passport at the local VFS so that they can take care of it right?

Vancouver office.
Dec 16 received letter for spouse
Dec 17 received landing appointment letter.
But confused about how to send passport to an overseas office (Australia) when the spouse is residing in a different country.

I am CEC inland and on April 17, 2020 I received a request letter in my CIC inbox for requesting for my spouse passport to finalize the process. In the request letter, the opening paragraph states the following

"To finalize your application, we require the following documents from your overseas dependent(s). Passports for dependent(s) should only be submitted after you, the primary applicant has received the confirmation of permanent residence status. As the primary applicant, you will be contacted separately by your local IRCC office in regard to your landing appointment."

You will receive a notification. A friend of mine went through the same thing. But that was before Wuhan virus situation. If you do not receive any notification in a week or so, then reach out to CIC and explain your situation as currently all inland landing appointments are on hold. So you won't be able to walk in and complete your landing process soon. But wait and watch a notification for yourself first. They may conduct a telephonic landing appointment too.
