Biometrics is used for criminality check in Canada and the US. Maybe...but only if I was in this countries. I am sure that the first goal for bio was to record people for the database.and I repeat how I wrote in first msg - it's only my opinion

I need advise or help. I am preparing all the documents needed for my OUTLAND SPOUSAL VISA APPLICATION hopefully I can send this on january.
Does anyone have idea if I still need to do the BIOMETRIC again since I had it already on March 2019 for visitor visa?
If not,should I attached the receipt copy of my biometric appointment letter?

(This is similar to "student syndrome in the front row" - I know everything).
They do use them for database checks against existing fingerprints, even if the hit rate is low.
I believe the reason they collect and keep fingerprints in part is in case any immigrant commits a crime later. You can imagine the political uproar if it turns out they can't identify an immigrant-criminal because they didn't collect this info.
