Yes - all provinces. No one gives money away. This is why you must show proof of funds to qualify. The proof of funds is the money you will need to spend to establish yourself when you first come to Canada.

POF is required so that you can support your family for 6 months until you find employment. Welfare is not enough to live on so you should spend carefully when you arrive in Canada until you find employment.
 
This is quite funny. Why do people want to move to another country and immediately ask for handouts. I wouldn't dare do that, no matter what country it was.

One should not count on get money given to them when they arrive in Canada. If you have a family consider having the primary breadwinner arrive in advance and look for employment to keep expenses low.

Because supporting a family when not working is expensive. It is much easier to find temporary accommodations like a room to rent for a single person and focus on finding employment. If you have a whole family arrive when you have limited you will likely go through your savings faster and you also won’t be able to dedicate all your time to finding employment.
