VISA REAPPLICATION
I take this opportunity to introduce myself as abcd. I have applied for Canada student visa for January 2020 Intake but unfortunately my application was refused. I consider myself to be a genuine student and eligiblefor Canada Student visa since I have strong academic profile, strong financial background and good language abilities and hence I am again reapplying for my study permit applicationwith providing the justifications from my side. I would like to answer for the concerns high commission officer had in my case.
I have got the below reason of refusal:
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.
•Your proposed studies are not reasonable in light of: your qualifications, previous studies, missing mark sheets, academic record, level of establishment, language abilities, financial ability, and/or your future prospects and plans.
I really appreciate your assessment and concerns and I am thankful to the officer for allowing me to reapply with satisfactory justification from my side.

I have selected the course Health Systems Management Post Graduate Program, according to my eligibility, interest and capacity. I have completed Bachelor of Dental Surgery a health care degree and I have selected the further course to study also in health systems management so it relates to my previous education. I have great interest towards the public health field and I want to pursue highest position in public health organization to deliver a great service to my community and people in India, that’s why I have selected to study health systems management. I would also like to add that I have got the acceptance letter from the Fanshawe College. They have analyzed my profile and past academics, to make sure that I am suitable candidate for this program.
Previous Studies & Academic Records:
I did my Secondary School Certificate (10th Standard) with 62.29% in the year 2011. After that I cleared my Higher Secondary Certificate (12th Standard) with 66.8% in the year 2013. As I am very much interested to work in health sector I applied for my Bachelor of Dental surgery and I have completed my graduation in Bachelor of Dental Surgery from College of Dental Sciences and Research Centre, Ahmedabad, in the month of September 2018 with Second class. I also did compulsory internship from September 2018 to September 2019 and received my bachelor degree certificate in the year 2019. During final year of my undergraduate studies, I participated in various Dental check up and awareness camps in schools and villages, held by Public Health and Community Dentistry department of my college. Along with it, I have been involved in performing managerial and administrative activities related to handling business, administrating clinical database using online documentation as well as employing and supervising clinical staff members. While working at camps, I came to realize the rising demand of health systems management and administration in healthcare sector. After gaining a good experience, my interest grew in this field. Though my study as B.D.S has provided me with a firm foundation in my field of interest, a good graduate program is necessary, not only to increase my knowledge in this field but to mould me into a good healthcare administrator. Fortunately, I have got the same course of my interest at Fanshawe College. Thus I would like to put forwardthat my previous study is related to what I want to pursue further in Canada.
Missing mark-sheets:
Last time with my study permit application I submitted all my academic marksheets but this time to give better clarity I have also attached my transcripts for my Bachelor of Dental Surgery studies. Thus, I have submitted all the required documents require for my study permit application and as such there is no pending or missing marksheets.
Level of Establishment:
I am the only son of my parents. My sister is married and she is well settled. Both my parents are well settled in India with healthy annual income and they have enough establishments in terms of property and liquid balance.(Attached CA Report) So I have to come back to India because I am the only son of my parents and I have to live with them managing their funds. Moreover, as my parents have all the establishments in India, they cannot come to live with me in Canada, so I don’t intend to settle in Canada. After completion of my program of study from Fanshawe College, my career progress would be more stable in India, as I could work in big multispecialty hospitals and rising health care industry in India. So my sole aim is to acquire the knowledge and skills from Fanshawe College and come back to India to build my career and live happily with my parents. Further as I am the only son of my parents they have lot of expectations from me for my study. They always wanted to make my career with international standards and they have a dream to give me best education. Right now I am very young to decide long term plans and I have no further idea about permanent residency or settlement. My sole purpose is to study with international education and fulfill my parents dream.
Language abilities:
As I wanted to do my post graduate study in one of the best colleges of Canada, I dedicatedly made the efforts to prepare for IELTS and thus I successfully scored 6.5 bands Overall with 7 in Listening, 6.5 in Reading, 6.0 in Writing, 6.0 in Speaking.
Financial Ability
I have paid one year full tuition fees in Fanshawe College worth CAD $ 16,627 and also I have deposited CAD $ 10,000 as GIC in Scotia Bank Canada (Attached documents with the application for the reference). Moreover, my parents are well settled financially in India since last 30 years and they have enough funds in both liquid and immovable assets to support my one year study in Canada and Living expense. They have CAD $ 51,947 as Liquid funds including tuition fee paid and CAD $ 1, 20, 370 as Immovable Assets. Further, they have healthy annual income, my father is Businessman and earns CAD $ 9,780 annually whereas my mother is Self Employed and she earns CAD $5,865 annually. Both my parents have done the sponsor affidavit stating that they are willing to sponsor me and are able to sponsor me. Next, I have submitted all the certified documents from Chartered Accountant and relevant financial documents, bank statements and Income Tax returns along with my study permit application. Even my maternal grandparents have done the affidavit that if require they will support me financially for my study and living in Canada and they have also provided their fixed deposits receipts for my application to study in Canada. Thus, I have enough resources financially to cover up my one year study and living expenses in Canada.
Your future prospects and plans:
After completion of my Studies in Canada I would like to be a successful Health Care Manager. There are lots of opportunities in big multi specialty hospitals in India where the professional health care administrators are required. Healthcare has become one of India’s largest sectors - both in terms of revenue and employment. Healthcare comprises hospitals, medical devices, clinical trials, outsourcing, telemedicine, medical tourism, health insurance and medical equipment. The Indian healthcare sector is growing at a brisk pace due to its strengthening coverage, services and increasing expenditure by public as well private players. Indian healthcare delivery system is categorized into two major components - public and private. The Government, i.e. public healthcare system comprises limited secondary and tertiary care institutions in key cities and focuses on providing basic healthcare facilities in the form of primary healthcare centres (PHCs) in rural areas. The private sector provides majority of secondary, tertiary and quaternary care institutions with a major concentration in metros, tier I and tier II cities.India's competitive advantage lies in its large pool of well-trained medical professionals. India is also cost competitive compared to its peers in Asia and Western countries. The healthcare market can increase three fold to Rs 8.6 trillion (US$ 133.44 billion) by 2022. India is experiencing 22-25 per cent growth in medical tourism and the industry is expected to reach US$ 9 billion by 2020. There is a significant scope for enhancing healthcare services considering that healthcare spending as a percentage of Gross Domestic Product (GDP) is rising. The government’s expenditure on the health sector has grown to 1.4 per cent in FY18E from 1.2 per cent in FY14. The Government of India is planning to increase public health spending to 2.5 per cent of the country's GDP by 2025. Thus I believe I will have a great career in my own country. I intend to render my services and build a stable career in field of public health. After completing my studies in Canada, I will have dual specialization of Dentistry and Health Systems Management, which can further build my profile; this will aid many work opportunities for me in public health field. As this field is growing faster in India, my sole purpose is to contribute great service in health administration and community health. Thus a degree from abroad will surely make me capable to grab the opportunities in my country India successfully.
