The person is over 47 years of age (they get 0 points) and single with 3 children. The have super high levels of English and French (lets say a perfect total of 28 points).

They have two or more post-secondary credentials - (one of which is a 3 year or longer post-secondary credential) -- which gives them 22 points. Lastly, they have 2-3 years of work experience with 11 points.

I calculated their points and it comes to 61.

Even if they got the max of 15 points for work experience -- they still would be sitting at 65 points -- short of 67.

Which program would you recommend for them to go through -- as Skilled Worker seems out of the question (unless I'm missing something).

I suppose last resort is coming here to Canada under a work visa...

You need to research the various immigration programs to see what you qualify for.

A work visa is not a "last resort", as it is next to impossible to get a job in Canada.

There are far too many factors for anyone on here to tell you if you qualify. You need to figure out your scores yourself.

Canada protects its labour market. Employers in Canada need an LMIA to hire a foreign worker. The LMIA process has very strict requirements, takes months to process and costs the employer $1000, non-refundable even if refused. The vast majority of employers are not willing to go through the process.
