ETA after visa refusals to enter Canada

Hello, I applied to obtain an ETA on behalf of my brother. He had few visitor's visa refusals due to not satisfying an officer that he will return. Few years down the road he obtained a citizenship that does not require a visa, only ETA. Would they automatically deny as well? What are the chances of obtaining an ETA? Please share your experience and knowledge on this matter. Thank you in advance.

if he holds a passport that is now visa exempt he should still answer all questions truthfully if asked about previous refusals. They would not automatically deny.

I did answered all the info about the refusals truthfully. They just sent me an email that it is under review. Are they going to ask for more information? Or simply might come back with an answer? Also, what kind of information they typically can ask for? Would it be beneficial to hire an immigration lawyer to answer to their request? Thanks again for taking your time and replying to me.
