Hi, so I am currently living in England, having been born here. I have been contemplating moving to Canada in the future. It turns out my Mother spent her childhood there in the 1960’s and has a Permanent Resident card. However she hasn’t returned there in a long time and has never applied for citizenship, she now also resides in England where she was born too.

My question is, does this mean she was naturalised in Canada? Does this mean I have a right to Canadian citizenship by birth too? What are the steps I need to take? Thanks in advance

Pretty obvious that she can't be a naturalized Canadian if she never applied for citizenship.

Hmm thanks for your reply, that’s what I thought but I wasn’t 100% sure about the exact terms of naturalisation. So even if she applies for her own citizenship now, that means nothing for me? I suppose it’s too late now

Since you were born outside of Canada, the proper term is "by descent", not by birth.

I'm afraid so. Even if your mother was able to get back into Canada with her expired PR status, in order for her to gain citizenship from it, she would need to remain in Canada for two years to re-activate her status, then she would need to fulfill the physical presence requirement of 1095 days within a continuous 5-year period before qualifying for citizenship. However, you can only claim citizenship by descent if your parent was or became a Canadian citizen when you were born. not after. So even if she did become a citizen now, you would still not able to claim citizenship by descent from her.
