It also depends on the time that an applicant takes to send the docs. But still, they shouldn't this much time. It's been more than a month.
Some of my friends also have the number before 100. They sent out the documents on September, and no news yet.

Yeah I read. I had sent the docs and received acknowledgment on 30 sept. Then on 11th Nov I was told to send 3 docs again. They had received it on 18th and I got acknowledgment last Monday. Maybe they are still processing. But I have seen they are processing the files pretty fast for spouse, parents and others.

For spouse, parents and others, it is a totally different category. They get the permanent residence confirmation from Federal first and then apply CSQ from Quebec.

Yeah I know but they take around one month to verify all the docs. Which should be for all the categories. Back in 2018,2017 after sending docs, it would only take 2-4 weeks to get CSQ.

OK. Maybe our application has been slowed down on purpose. Otherwise, I can't have any explanation.

The Quebec immigration is always a black box. According to their normal speed based on the statistics, they should have processed around 5-600 files per month. However, nothing happened yet after almost half year. I bet that less than 50 CSQs have been issued up to now from the time that they change the rules. The PEQ was said to be suspended to accelerate the processing but now it looks like a joke.

What came up to my mind is that the government manually slowed down the process to prevent the number of issued CSQs from surpassing the quota they proposed for year 2019. I would expect that most applications may be postponed to next year.

Yeah I agree.

But isn't it the quotas are fixed for every class ? Different for students, refugees and entrepreneurs.

And they haven't issued much CSQ for this year under RSWP as the process was halted, only some were processed this year. A lot of them were declined when they were forced to process application by court.

I think that a bunch of different types of immigration fall into the economic class, the others could be refugees and entrepreneurs.
For these big categories, each should have a certain quota.
But back to RSWP or PEQ, or even further to student types, I think they will care less but just keep the total number balanced.

do you live in QC? i mean did you send your documents while residing in quebec and they took 1 week to send you confirmation receipt?
