passport and pr time line for refugees who had student status

hi guys
I had a question. I was wondering how long does it take for the pr application process and passport process for a student who stayed in Canada for 3 years and claimed refugee? I mean do they count the years he stayed in Canada as a student or they gonna count the years after his refugee claimant?

You can count days from the date your claim is approved for 1/2 day per day in Canada up to a maximum of 1 year (so if your claim was approved 2 years ago you could claim 1). Any time prior to the date your claim is approved counts for nothing.

So although the guy stayed here for 3 years as student he has to wait an additional 3 years to apply for his passport after the approval ?

Pretty much. If the PR process is 2 years, he can count those as 1 year towards citizenship. With processing times, from claim acceptance to passport about 4+ years.

YES, If you came to Canada and stayed with temporary resident permit such study permit, some of these days will count toward your citizenship physical presence minimum requirement (1095 days). There is a time restriction tho; you can only count days that are within 5 years before your citizenship application date. Please refer to this page:

1 - "To be eligible for Canadian citizenship, you must have been physically present in Canada for at least 1,095 days in the five years immediately before the date of your application."
2 - "each day you were physically present in Canada as an authorized temporary resident or protected person before you became a permanent resident counts as half a day (up to a maximum of 365 days)."
3 - "Please note that you cannot meet the physical presence requirement without a minimum of two (2) years as a permanent resident."

Important notice for former refugee claimants and/or PRRA applicants

If you were issued work or study permits while your refugee claim and/or Pre-Removal Risk Assessment (PRRA) was being assessed, these documents did not grant you Temporary Resident status. You cannot use this period of time in your physical presence calculation.

If you are claiming time as a Protected Person, the only time allowed is the time from when you received a positive Protected Person decision on your refugee claim or PRRA application until the day before you became a permanent resident.
