Student from india applied for visa on first week of November for jan 20 intake

Someone told me that I am in the conditional block list for visa after 2 refusal, is that correct?!!
Please answer me if anyone knows anything.
And also a lawyer told me that the chances of getting visa for me is about 10% is that correct?!!!!
What should I do?! Can I reapply again for visa?!
I would appreciate if anyone could answer me. Thanks

I applied on 13 nov and biometric done on 18 nov after that no email
My gc key is with my agent

I applied Online 6th November 2019, 1st attempt.
Biometrics done and updated 8th November 2019.
today (25th November) my medical was updated, got correspondence letter and ppr altogether.

I applied from Sri Lanka. Received emails at 2.54pm today.
