FSW under student permit

Hi,
I had a query about International student eligible for FSW.
Lets say an International Student is eligible under Federal Skilled worker Program but is currently pursuing his studies in Canada.

Can he apply while he has a student permit or he has to get a work permit then apply?

He can apply while on a study permit.
