For inland, DM means you will be the next group of people who get PPR. (Inland PPR send out lot by lot so there is no exact estimate time, but if you didn't get PPR in 30 days after DM, call CIC to confirm, some PPR emails just lost or sent to wrong address)
For outland, you will receive PPR in three days after DM.

according to old rules yes .. when did u apply?? You have to notify both your province and federal .... also it will make delay in your application... and your new job should be the same B category ... according to new rules i think you can't... which province you are in?? Am talking about Alberta

agent told me i will be contacted by local visa office ,, and agent said it may take up to 3-4 weeks as Calgary visa office takes that much time,..... but some people here got in 2-3 days
