The 1040 fee is 550 for the application plus 490 the residence right. You can pay those 490 after, when the process is about to finish, but they recommend to pay at first in order to gain time. But, if you don't have enough money, you can defer that fee.

when I called OINP they told me it is usually 90 days but based on the volume of applications they received it may take more than 90 days itseems.
