System generated error

i have been asked to submit an additional document but i am unable to upload it on my application. It has been about 24 hrs for me trying. I am getting a System-generated error code:3PCE0TB0 (2019-11-20 01:34:59 whenever i am trying to upload the document sp i dont know what to do. I have tried removing history/cache and using different browsers however i couldnot upload it there.
So i thought of raising a webform and attaching it there but there this message is popping up.
This site can’t be reached
The web page at https://secure.cic.gc.ca/enquiries-renseignements/FileTransferHandler.ashx might be temporarily down or it may have moved permanently to a new web address.

ERR_FAILED
Can anyone help please..

Yeah i tried that. U wanna say that i should just report a technical error. I read about that in a diff post that someone tried and they said eveything is fine on their end and that too after 5 days. So idk what to do. However i raised webform usng your link and tried uploading document it said th same which i have posted in previous reply
