Unfortunately you need to have money if you wish to immigrate. You will need around $1,500 to $2,000 to cover fees and other expenses such as the medical. You will need an additional $13,000 in savings to establish yourself in Canada (this is assuming you are single - it will be more if you are married / have children).

I think it's safe to say that you can immigrate without proof of funds (POF) if you have a valid job offer for Express Entry (EE) which is extremely difficult. You also need to consider all the other requirements and check your CRS score. You will need money to pay your application fees though.

The point is though that even if lucky enough to get a genuine job offer and secure either a temp work permit or PR life would be extremely difficult arriving with a zero balance bank account.
