I got this letter after 4 months of applying for work permit.

A work permit app being transferred to a local office is generally a sign that IRCC had an issue with the app that needs further investigation.

What is your current status? On what grounds did you apply for an OWP?

I have completed my 1-year Diploma Program & applied for a Post Graduation Work permit. (OWP)

When you say investigation, does it mean do I have to attend for an interview?

Is it possible for me to go to Windsor IRCC and request for Work permit?

You may be called for an interview.

No, you should not try a border run.

Applied for work permit June 15th 2019
File sent to Etobicoke office Oct 15th 2019
Work permit approved July 19th 2020

I hope this helps.
