Military discharge required before PR?

My partner is currently still enlisted in the British military but only as a reservist. Does he have to be 100% discharged before applying for Canadian PR (EE)?
We’re not sure if we want to stay in Canada for good, so he’d like to keep his place in the UK forces if possible. For context, we already live in Canada on the working holiday visa & hope to transition to PR shortly.

Not as far as I am aware. He can apply for PR as a serving member of the military. I'm not even sure if that would be a problem for Canada if he later became a dual citizen. (Might be a problem for the UK though, depending on clearance held, if any. I had to give up my clearance when I actually immigrated to Canada, but not when I just got PR status via "soft landing".)
