Manitoba-EOI Connections

Hello All,
I'm a bit confused when it comes to Manitoba's Expression of Interest system.
I've researched and read that all applicants must express their interest in order to join Manitoba's pool and then be selected to apply accordingly.
However, you cannot submit an EOI if you do not have a valid connection to Manitoba or have not been invited to apply under a strategic initiative.

So my question is does Manitoba select candidates directly from Express Entry's pool? And are you not supposed to submit an EOI in order to get an NOI?

No, candidate needs to express interest on manitoba website & to be elligble for that you need a connection first on top of other requirements. Hope this helps.
