If i did accumulate the 1560 hours in less than a year ..can i still apply under Exprees Entry right away or do i have to wait for a whole year and then proceed?

You need the whole year (365 days). Additionally, they don't count any hour past 30 (weekly), so, working more than 30 hours a week does not get you there faster

I don't understand your question.

You need to get a PCC from your current country of residence and any other country you have spent at least 6 months in the last 10 years. So, if you currently live in your birth country or it's been less than 10 years since you left, then yes, you need a PCC from your birth country.
