Everyone gets it, and it's not tied to a stage or step or timeline for approval. At the very least, it means that your application wasn't rejected for missing forms or signatures (though you know that already)

Thank you. If it is not tied to any step or stage than why CIC is sending this letter in the first place. It's strange.

What was the ADR ? Normally pre arrival letter means positive decision on eligibility

No, it doesn't mean they won't need any additional documents. It mostly means that thus far you have not been rejected for being clearly ineligible.
