It is stated by the government that the express entry program was created to help bring skilled workers to Canada and streamline/expedite the process of immigration for talents that the country desperately needs. Now I think twice about that statement.
Submitted my app Feb 27th, it has been more than 2 months past what has been "promised" - a 6 months average processing time. The comments on the IRCC website nonchalantly states, "20% of all cases take longer than the average time... rest assured we are doing everything we can to assess your file..." After a couple of failed attempts to dig more information from IRCC agents via emial and phone call, I ordered GCMS notes as everyone suggested. Received them today, it states my eligibility is recommended pass while criminality is in progress and security has not been started. The eligibility was last assessed in May, which means my app has been stuck at background check for 5 months without even completing the criminality check (is that common?).
That part is what perplexed me the most. I have stayed in Canada for the last 8 years, finished my BSc and MSc degree, and have been working full time since. I imagined this is exactly the prototype skilled worker the government is seeking: contributing citizen that pays tax and causes no trouble. Well, truth is they don't really seem to care. My record is spotless (no suspecting activity) and my file is as straight forward as it can get. So dear intelligence officer, why it is taking so long for you to run a background check?
As my patience is running dry and frustration accumulating, I just wanted to vent a little bit. I know many others probably also experience a significant delay at this stage and this system is not as efficient as it claims to be. The waiting games continues on with no end in sight..
