We just got BioMetric letter instruction for our parents. Is this normal? Shouldn't medical and police certificate be first? We still couldn't link our application online. Also, if they have done biometric less than 10 years ago for visitor visa, why do they still need to do it again for PR application?

There is no specific order that requests are given.
IRCC requires PR applicants to do a new set of biometrics regardless.
