PR card issued and then cancelled

Hi, please help me understating my situation. I applied for renewal of my PR card and was issued a PR card. One month after I received an email from CIC that the PR card was issued by error and has been cancelled. Please return the card to the sydney office. I was not able to meet residency obligation in the last 5 years.
1) Does this mean that I have lost my PR status and will not be issued a PRTD?
2) How difficult it is to get the PRTD under H and C grounds?

If you didn't meet the RO and don't have strong H&C grounds, expect a follow up to start the process of revoking your PR status.

What are your H&C reasons for having failed to meet the residency requirement?

I have very strong reasons for not been able to meet RO. I have letters from the doctors explaining the situation. CIC is saying that my file has been referred to the local office. Is CANCELLED PR CARD = CANCELLED PR STATUS or it is just like expired PR card. The email says that you can show other proofs like credit cards and MSP cards which are issued only to the PRs of Canada. These documents can prove that you are still permanent resident. I am just confused with CANCELLED PR CARD. what does it means.

Means you need to try and apply for PRTD based on H&C if you are not in Canada.

Referred to local office means they are examining your PR card renewal application further to determine if a new PR card will be approved or if they will revoke your PR status for failing to meet the residency requirement.

Ok. so PR status is still valid, only the card got cancelled. PRTD is only required if you travel via airplane, bus, train, boat. If you travel in your own car, PRTD is not required. This is what i know. is this true?

Yes but if you try to arrive by road the process that has been started continues. Why did you apply for PR renewal when you didn’t meet your RO?

What do you mean by "the process that has been started continues"? If someone has not met the RO, there could be several reasons behind that. I still want to be a permanent resident of Canada and that's why i applied for PR.

And the process is that there is a decision made or a hearing or an appeal.

You are talking about reentering via the US border. If your PR status is being reviewed by CIC it will continue to be reviewed even if you are able to reenter via the US border without being reported. It will be up to CIC to determine if they feel like the reason for not meeting your RO is acceptable. You may still want to be a PR but it is u to CIC to determine whether you are able to do so.

Thanks for the info. So to summarize - If I am making a road trip to US to attend a conference organized by my company and returning back to Canada without a PR card, the officer will still allow me to enter Canada as my family is in Canada. Is there any special document or letter from employer that t I should be carrying with me while returning to Canada in my private vehicle?

Not quite correct. The CBSA officer will let you in because you are still a PR. It's not got anything to do with the other members of your family.
No special documents required. Just your passport and sufficient information for CBSA to confirm your identity as a PR. Even your expired PR card will do. Also, your drivers license will help.
