Is polycystic kidney a problem in Medical for CIC for immigration purpose??

My brother is applying under EE profile. He is suffering from polycystic kidney from birth. He does not have problem in general and moreover polycystic kidney is not a life threatening disease.

My question will it create a problem or not

in my opinion, i think it wouldn't be a problem as long as he is not hiv positive or has a tuberculosis.

But, CIC have given example in which thet may take HIV cases, I am not able to understand their criteria

I have same problem of polycystic kidney... please help me decide whether to apply for PR or not.. is this acceptable or they will reject my application for PR
