Eligibility - Recommended Pass

Hi,

Just had a call with CIC, they said
Eligibility - Recommended pass
Criminality - Passed
Security - not started.

What does recommended pass mean? And what does security check consists of?

It means someone has gone through your file and thinks you are eligible but another VO has to clarify.

Assessment of your background to determine whether you are a threat to national security.
