Is this fraud or genuine

He told that he is HR Manager from Caesars Palace Windsor Ontario Canada and he told that he will provide offer letter within 48 hours after $400 which we have to deposite by going indian and give visa within a month. He told that, that is the only expenses we have to do but after he mail offer letter and again he demand again $460 for seminar and even we have video called, he shows some visa of foreign workers like us, I am really confused could you help me is this the fraud one too
